The projects are received continuously by the Coordination and Organisation Group and studied by the Steering Committee each trimester.  
The next meeting of the Steering Committee is on .  
They will examine all proposals submitted to the Coordination and Organisation group before .

How to submit a project?

Project proposals should be addressed to the Organisation and Administration Group:

Project proposals must use the standard form (link at bottom of this page). The project must associate one or several potential end-users of the research in the field of pollution prevention (industrial, professional, other persons responsible under the circumstances, …) and one or more government laboratories. The participation of SME/SMI as a coordinator and/or commercial partner of the project is a priority for the research and technological innovation groups. The projects must address key technological problems for the treatment of accidental marine pollution. The objectives of econonomic and industrial promotion must be clearly demonstrated.
The procedure is the following:
  • for each project, a single coordinator is designated by the partners;
  • the documentation submitted contains all the necessary elements to evaluate scientifically, technologically, and economically the project.
The Coordination and Organisation group ensures the link between the Steering committee and the ministries. The persons submitting the projects could be contacted by the Coordination and Organisation group to clarify certain elements of the documentation. Incomplete proposals (thus non compliant with the format) will not be submitted to the Steering committee for certification.

Certification

The files addressed to the Coordination and Organisation group (a receipt notice will be addressed to the coordinator) will be submitted to 2 (minimum) referees. The criteria they will use are defined precisely by the Steering committee. Pay particular attention to the following points:
  • relevance of the project with respect to economic need and priority themes of RITMER;
  • innovative nature of the project with respect to the state-of-the-art and patentable ideas;
  • economic, industrial, and scientific benefits (patents, innovations, normalisations, publications, market research studies, impact on employment, creation of business enterprise(s));
  • quality, tie-ins, and openess of the partners;
  • rigor of the definition of the intermediate and final results (clarity and relevance of the risk analysis, ?notion d'obligation de résultats);
  • clear, well-written set of submitted documents.
The Steering committee will announce the results of the certification process, based on the advice of the referees.

Commercial rights

The projects are not limited to ?la recherche pré-compétitive, it is essential to predict from the beginning, the division and sharing of intellectual and commerical property rights. It is advisable to make a formal agreement between the partners about rights-sharing.

Confidentiality

The members of the Steering Committee and the Coordination and Organisation Group, as well as the proposal referees, are bound by a confidentiality agreement with regard to the third party. However, the candidates cannot request confidentiality for their proposal with regard to the members of the Steering Committee, the Coordination and Organisation Group, or the referees.

Confidentiality clauses at the completion of certified projects and for their results can be requested. They will be managed by the financing adminstrations.

A communication on the RITMER web site will be made for the certified and financed projects in agreement with the coordinator.

Follow-up of projects

Each project having received the approval of RITMER and financing will be followed-up on regularly by the adminstration concerned and the RITMER association.

A document destined to be widely distributed (Web) will be prepared by the project partners in order to make known to the largest possible number of people, the results of the work, and it will respect all required confidentialities.
